- Public Comment Period (Each speaker is limited to three minutes)
A maximum of 15 minutes is available for the public to address the Commission on any matter on which the Commission either has not held a public hearing or is not scheduled for a public hearing later in the meeting. Speakers will be heard in the order of sign-up, and each speaker is generally limited to a maximum of three minutes or less at the discretion of the Chair. It is strongly recommended that public comments be submitted in writing so they can be distributed to all Commission members for review. The Commission may provide more time to each speaker and can extend the public comment period beyond the normal 15-minute maximum if the Commission believes that it is necessary to allow a reasonable opportunity to hear from all members of the public who want to testify. No Commission action can be taken on any matter raised during the public comment period other than to schedule the matter for a future agenda or refer the matter to the staff for investigation, unless the matter is scheduled for action by the Commission later in the meeting.

The Commission will consider authorizing the Executive Director to enter into a contract with Community Planning Collaborative for an amount not to exceed $549,381 to provide ongoing communications support for the next three years, including planning the Rising Together annual summit.

Staff Reportc.) Commission Consideration of a Contract to Undertake an Exploratory Sand Ecology Study with San Jose State University and Moss Landing Marine Lab
The Commission will consider authorizing the Executive Director to enter into a contract with San Jose State University, in an amount not to exceed $49,000, to support an exploratory study of sand shoal ecology in San Francisco Bay. The contract would support the use of the SJSU/Moss Landings vessel to conduct limited Van Veen sampling over 2-4 days this Fall. The scope of work will include boat “rental,” staffing, equipment use, and limited travel funds for Dr. Gary Greene, a sand shoal ecology researcher, to participate in the work.

Commission Consideration of Administrative Matters

The Commission will receive a briefing from BCDC staff and Metropolitan Transportation Commission staff on regional efforts to evaluate risk to Bay Area bridges from vessel strikes, and the work currently underway to improve safety.

The Commission will receive a briefing from BCDC staff on several interrelated sea level rise adaptation initiatives, with a focus on the public release of the Bay Adapt Funding and Project Navigator tool. Additional topics include progress on the interagency MOU on Sea Level Rise and Flooding, Shoreline Leadership Academies, and Regional Shoreline Adaptation Planning.

The Commission will receive a briefing from BCDC staff and Exploratorium staff on the Public Sea Level Rise Education Initiative. The Public Sea Level Rise Education Initiative was required by an amendment to the San Francisco Waterfront Special Area Plan (BPA 3-17) in 2025, and BCDC amended the Exploratorium’s permit (BCDC Permit No. 2006.009.10) to approve the Initiative in June 2026. Construction is underway and the Exploratorium will provide a project update.

Learn How to Participate
Bagley-Keene Open Meeting Act.
As a state agency, the Commission is governed by the Bagley-Keene Open Meeting Act. Under this law, the Commission must publish an agenda at least ten days prior to any meeting specifically describing the items to be transacted or discussed. Public notices of Commission meetings and staff reports (as applicable) dealing with matters on the meeting agendas can be found on BCDC’s website. Simply access Commission Meetings under the “Public Meetings” tab on the website and select the date of the meeting.
How to Provide Comments and Comment Time Limits.
Pursuant to the Bagley-Keene Open Meeting Act, the Commission currently conducts its public meetings in a “hybrid” fashion. Each meeting notice will specify (1) the primary physical meeting location, (2) all teleconference locations, which will be publicly accessible, and (3) the Zoom virtual meeting link. If you would like to comment at the beginning of the meeting or on an item scheduled for public discussion, you may do so in one of three ways: (1) being present at the primary physical or a teleconference meeting location; (2) emailing comments in advance to publiccomment@bcdc.ca.gov by 10 a.m. the day before the meeting which will be distributed to the Commission members; or (3) participating via Zoom during the meeting.
If you plan to participate through Zoom, please use your Zoom-enabled device and click on the “raise your hand” button and then wait to speak until called upon. If you are using a telephone to call into the meeting, select *6 to unmute your phone, and you will then be able to speak. We ask that everyone use the mute button when not speaking. It is also important that you do not put your phone on hold. Each speaker may be limited to a maximum of three minutes or less at the discretion of the Chair during the public comment period, depending on any number of considerations such as the projected duration of agendized matters and the number of persons wishing to comment on said matters. Any speakers who exceed the time limits or interfere with the meeting may be muted by the Chair.

Meetings are physically held in venues that are accessible to persons with disabilities. If you would like to request a disability-related modification or accommodation in order to observe a meeting and/or offer public comment, please contact staff at least one week prior to the meeting via email. We will attempt to make the virtual meeting accessible via Zoom accessibility capabilities as well.

Campaign Contributions.
Pursuant to the Political Reform Act, Commissioners may be required to disqualify themselves from voting on a matter involving a permit, license, or other entitlement for use if they have received a campaign contribution of more than five hundred dollars ($500) from a party or a party’s agent, or from any participant or a participant’s agent in that matter if a Commissioner knows or has reason to know that the participant has a financial interest in the decision, within the past 12 months. A party to a proceeding involving a permit, license, or other entitlement for use must disclose on the record of the proceeding if they have made campaign contributions in excess of $500 to any Commissioner within the last year, and if so, to which Commissioner(s) they have contributed.
Additional legal requirements govern contributions by applicants and other interested parties and establish criteria for Commissioner conflicts of interest. Please consult with the staff counsel if you have any questions about the rules that pertain to campaign contributions or conflicts of interest.
