BCDC Updates Permit Rules to Make the Process Easier and More Efficient
Starting July 1, 2026, the San Francisco Bay Conservation and Development Commission (BCDC) will implement updates to its permitting regulations to make the permit process clearer, simpler, and more efficient.
The changes include combining two similar permit types into a single regionwide permit program, expanding that program to include the Suisun Marsh, and using plain language throughout the regulations.
BCDC is also reducing permitting requirements for certain small, low-impact projects across 20 activity categories in shoreline areas, with a streamlined application and a 10-day processing time. Many minor repairs, accessory dwelling units (ADUs), and some environmental testing activities will no longer require a permit.
Additional updates clarify application procedures, permitting timelines, and BCDC jurisdiction, while improving public notice of administrative actions taken by the Executive Director.
These changes are part of BCDC’s ongoing effort to modernize its permitting program and make it easier for applicants to understand and comply with permitting requirements.
