4. UC Davis Preliminary Research Results: Governing Climate Adaptation in the San Francisco Bay Area
   Mark Lubell, PhD (University of California, Davis) will brief the Working Group on initial findings from his 2026 research on sea level rise governance in the Bay Area, a follow-up to a similar 2016 study. Drawing on qualitative and quantitative methods, the findings will show how perspectives on regional governance have shifted over the past decade, whether the Regional Shoreline Adaptation Plan has influenced adaptation progress, and what governance changes practitioners, agencies, and other respondents might consider for the region.

5. Paying for Adaptation in the Bay Area: A Regional Funding and Financing Strategy and Roadmap
   Staff will present a proposed approach for a regional strategy that guides where and how the Bay Area invests in sea level rise adaptation, and a roadmap to which funding and financing tools are most viable for supporting that investment. The strategy and roadmap will identify and categorize regionally significant adaptation projects and strategies using the newly released Bay Adapt Navigator, analyze current and projected revenue sources, and recommend funding and financing approaches to close the gap between need and available resources.

6. Update on Regional Strategies for Sea Level Rise Adaptation
   Staff will provide an update on efforts to advance effective, efficient, and well-funded sea level rise
   adaptation governance in San Francisco Bay. The update will cover (1) progress made over the past
   six months, (2) an overview of BCDC’s partnership with SPUR to advance this work, and (3) next
   steps for the initiative. Staff will then facilitate a discussion with the Working Group on example
   governance issues being explored through this work.

Materials dealing with matters on the Rising Sea Level Commissioner Working Group meeting agendas may be found on BCDC’s website. Simply access the “Commission” tab on the website and select the “Commissioner Working Group” option, and then select Rising Sea Level Commissioner Working Group from the list. 

How to Provide Comments and Comment Time Limits. 
If you would like to comment on an agenda item, you may do so by attending the meeting or emailing comments in advance to publiccomment@bcdc.ca.gov until 10 a.m. the day before the meeting which will be distributed to Working Group members.  If you plan to participate through Zoom, please use your Zoom-enabled device and click on the “raise your hand” button, and then wait to speak until called upon. If you are using a telephone to call into the meeting, select *6 to unmute your phone, and you will then be able to speak. We ask that everyone use the mute button when not speaking. It is also important that you do not put your phone on hold. Each speaker may be limited to a maximum of three minutes or less at the discretion of the Chair during the public comment period, depending on any number of considerations such as the projected duration of agendized matters and the number of persons wishing to comment on said matters. Any speakers who exceed the time limits or interfere with the meeting may be muted by the Chair.
