The proposed program changes to the San Francisco Bay segment of the California Coastal Management Program are amendments to the San Francisco Bay Plan (Bay Plan) and the San Francisco Bay Seaport Plan (Seaport Plan), as adopted by the Commission on November 16, 2023.
