Commission to hear public comment on proposal to reduce permitting burdens for many small projects, including some housing developments
 

The San Francisco Bay Conservation and Development Commission (BCDC) will hear comments from the public on proposed updates to its permitting regulations. If adopted early next year, the changes would simplify the permitting process and exempt certain small, low-impact activities — including accessory dwelling units — from requiring a BCDC permit.

 

WHAT:
A public hearing on proposed amendments to BCDC’s permitting regulations. The proposal would streamline the regionwide permit program, reduce permitting requirements for routine and low-impact activities, and clarify several permitting and jurisdictional policies. No vote will be taken at this meeting.

Thursday, November 20, 2025 — 1:00 p.m.

WHO:
Members of the public will have the opportunity to comment on the proposal. BCDC staff will be present to respond to Commissioner questions. The Commission Chair will be available for media Q&A immediately following the meeting.

WHY:
The proposed amendments are part of BCDC’s ongoing effort to modernize its permitting program. The updates aim to reduce burdens for applicants, provide clearer guidance, and improve administrative efficiency while maintaining strong protections for the Bay, its shoreline, and the Suisun Marsh.
