The San Francisco Bay Conservation and Development Commission (BCDC) seeks strategic planning services to develop a new three‑ to four‑year strategic plan that strengthens policy expertise, improves service delivery, and establishes an updated mission, vision, and measurable goals that respond to climate uncertainty, shoreline development pressures, natural resource conservation needs, and commitments to racial and social equity, environmental justice, and meaningful public engagement. The consultant will also create a simple work plan that integrates the Strategic Plan into BCDC’s daily operations and provides tools to help staff understand and apply the plan in their routine work. Additionally, the services will include developing a limited set of meaningful metrics to track BCDC’s progress and a public‑facing tool that communicates this progress transparently.
