San Francisco Bay Plan
The San Francisco Bay Plan is BCDC’s comprehensive plan for the Bay and its shoreline. The Bay Plan guides BCDC’s planning work and its review of projects through its Regulatory program. BCDC cannot approve a permit for a project that is not consistent with the Bay Plan. The Bay Plan includes findings and policies that provide for protection of Bay resources, review of development proposals in BCDC’s jurisdiction, and the design of public access. Under the McAteer-Petris Act, BCDC may amend the Bay Plan over time to address regional needs.
