Regulations are made through a process called rulemaking. This page has more information on rulemaking actions by BCDC.

What is rulemaking?

The rulemaking process gives the public an opportunity to participate in the development of regulations that guide BCDC’s work.

Changes to BCDC’s regulations must be approved by the Office of Administrative Law.

Type: Regular rulemaking

Status: Public notice provided January 20, 2026 for an additional 15-day public review period. Public comments are being accepted through February 4, 2026.

Summary: BCDC is proposing rules to:

  • Streamline and improve the regionwide permit program
  • Reduce permitting burdens for straightforward and routine activities
  • Make other targeted updates to clarify and improve permitting rules
