What the pre-application meeting will cover
Your first pre-application meeting with BCDC staff is designed to set your project on the right path.
Typical meeting agenda
Your first pre-application meeting will look similar to the agenda below. In some cases, we may recommend scheduling follow-up meetings to dive deeper into important aspects of your project.
Sample Agenda
- Project overview. Review basic project details, including:
- Purpose and goals
- Location
- Unique site features
- Permitting process overview. Review how the permitting process works, the potential permit pathway, and what to expect at each stage
- Jurisdiction review. Review BCDC’s jurisdiction as it relates to the project, and any applicable priority use areas, Bay Plan map policies, and special area plans
- Key policies and issues. Discuss and document relevant BCDC policies and potential hurdles, and next steps to resolve them. Common topics include:
- Public access
- Community engagement
- Sea level rise and adaptation
- Natural and nature-based features
- Learning from similar projects. Discuss how past projects successfully resolved similar issuesÂ
- Key milestones. Develop a plan with target milestones, including:
- Design Review Board or Engineering Criteria Review Board meetings, if needed
- Other agency approvals
- Application submission
- Commission meeting(s)
- Next steps. Schedule a site visit or additional meetings as needed, and identify any follow-up actionsÂ

After your first pre-application meeting, we’ll follow up with:
- Meeting summary: Key points discussed during the meeting
- Permitting milestones: Projected next steps and milestones for your project
- Relevant BCDC policies: The Bay Plan policies we will use to evaluate your project
- Known issues list: Issues to address before submitting your application
