Notice of proposed program changes to the San Francisco Bay Conservation and Development Commission’s Coastal Management Program File No. CA-BCDC-2025-1

BCDC is submitting a proposed program change to BCDC’s federally-approved coastal management program (CMP) for the San Francisco Bay segment of the California coastal zone under the CZMA. BCDC is requesting OCM approval for amendment to BCDC’s conflict of interest code, codified at Title 14 of the California Code of Regulations section 11600.

California state law requires every state agency to adopt a conflict of interest code (code) that specifies positions within the agency involved in the making of decisions which may foreseeably have a material effect on any financial interest for each position, requirements that each designated employee file certain statements disclosing reportable financial interests and circumstances under which designated employees must disqualify themselves from participating in the making of any decision. Furthermore, a state agency must submit amendments to its code to the California Fair Political Practices Commission (FPPC). BCDC’s amended code was approved by the FPPC on July 11, 2023 and effective on October 10, 2023 following authorization by the California Office of Administrative Law and endorsement by the California Secretary of State’s Office.

BCDC’s amended code does not add, modify, or delete any enforceable policies of BCDC’s certified CMP under the CZMA.
