The pier and ferry terminal are proposed for a 50-year design life\, and the key design aspects of the proposed project are the new pier\, ferry terminal and breakwater\, new and restored shoreline stabilization\, and some of the earth preparation immediately adjacent to the shoreline. Several elements of this project are not related to the Safety of Fills and will not be covered in the ECRB meeting. These include the landside improvements\, other than the shoreline retention; parking; dredging for the ferry service; and demolition of the current pier facilities. The Berkeley Water Transportation Pier Ferry Project was first presented to the ECRB on February 25\, 2026. At the conclusion of that meeting\, the City of Berkeley was asked to return to the ECRB to address specific geotechnical\, coastal and structural concerns. These included\, among other concerns: an examination of the pier stability based on the loadings that are likely to be required under ASCE 61-26 and the new California Building Code; the range of stabilities analyzed for the rock dike-pile interactions; re-examination of the wave heights and runup that are likely to occur at the Pier site based on newer references provided during the ECRB meeting; examination of wave loadings on the pier structure; examination of the project design for the intermediate-high sea level rise scenario through the end of the century; and design conditions and cumulative seismic loading for pile sleeves. These follow-up issues will be the focus of the May 27\, 2026\, ECRB meeting. The Board will advise BCDC staff and the Applicant as to the completeness of materials or additional studies\, analyses\, or actions to be undertaken\, if recommended\, to minimize the risk and consequences to pier and ferry terminal due to a seismic event\, overtopping\, erosion\, or sea level rise.
