The Design Review Board will hold a second public hearing on a proposal by the San Francisco Department of Parks and Recreation to implement the San Francisco Marina West Basin Expansion Project located on the northern waterfront in the City and County of San Francisco. The project involves reconfiguring boat docks and slips, making repairs to existing seawalls and the outer jetty, installing a new 300-foot-long floating breakwater and a new 185-foot-long fixed breakwater, removing the Scott Street mole and a portion of the West Street mole, excavating a new 18-foot-deep sand trap at the southeast end of the outer jetty, and renovating the interiors of two existing buildings. In addition, the project includes new public access areas on the West Mole and around the Harbormaster’s Office, a new seating overlook at the Scott Street terminus, a new public pier, two new bulb-out seating areas along Marina Boulevard, and other public access improvements around the perimeter of the West Basin.

The Design Review Board will hold a second public hearing on a proposal by the San Francisco County Transportation Authority to alter the design of the east span of the San Francisco-Oakland Bay Bridge. The east span is currently under construction by California Department of Transportation (Caltrans). The bridge alteration would provide two new ramps connecting to Yerba Buena Island. The new ramp configuration is intended to improve vehicular access to and from the island. The proposed ramps would be located outside of the Commission’s 100-foot shoreline band, but within the Waterfront Park and Beach Priority Use Area depicted in the San Francisco Bay Plan. The project would provide additional public access improvements beyond those that were originally authorized by BCDC Permit No. 8-01, issued to Caltrans for the Bay Bridge east span seismic safety project.

Bagley-Keene Open Meeting Act. As a state agency, the Commission is governed by the Bagley-Keene Open Meeting Act which requires the Commission to (1) publish an agenda at least ten days in advance of any meeting; (2) describe specifically in that agenda the items to be transacted or discussed; and (3) refuse to add an item subsequent to the published agenda. In addition to these general requirements the Bagley-Keene Act includes other specific provisions about how meetings are to be announced and conducted.
