May 2, 2013 Commission Meeting Summary
Twenty members attended the BCDC meeting on Thursday, May 2nd, which was held at the Ferry Building in San Francisco.
The Commission received a briefing by Ezra Rapport, Executive Director of the Association of Bay Area Governments, and Ann Flemer, Deputy Executive Director of the Metropolitan Transportation Commission, on Plan Bay Area, the sustainable communities plan prepared pursuant to SB 375.
The Commission held a public hearing on Senate Bill 792 (DeSaulnier) regarding the Joint Policy Committee. The Commission unanimously voted to recommend that the bill be amended as suggested by the Joint Policy Committee, which would direct the Bay Area Air Quality Management District and BCDC to join ABAG and MTC in preparing the next Plan Bay Area so that it may address priority air pollutants and rising sea level in more detail, and to require that BCDC relocate to the regional headquarters facility at 390 Main Street in San Francisco.
The Commission held a public hearing on and unanimously voted to support proposed legislation Senate Bill 122 (Lieu) that would extend the Vessel Turn In Program (VTIP) for recreational boats.
The Commission heard a briefing by the Port of San Francisco on the proposed multipurpose event facility, including a basketball arena, on Piers 30-32 along the San Francisco waterfront.
The next Commission meeting will be held on May 16, 2013, at the MetroCenter in Oakland. The preliminary agenda is as follows:
- The Commission will continue its consideration of the strategic plan that it adopted in concept at its April 18, 2013 meeting.
- Discussion and possible vote(s): The Commission will consider AB 1273 (Ting), pending legislation concerning the public trust doctrine's applicability to the proposed Multi-Purpose Venue project on Piers 30-32 along the San Francisco Waterfront.
- The Commission will hear a briefing on the regional rising sea level strategy to be prepared with the Joint Policy Committee and incorporated in future versions of Plan Bay Area.
- Discussion and possible vote(s): The Commission will consider adoption of its 2012 Annual Report.
