April 21, 2011 Commission Meeting Summary

Sixteen members attended the meeting, which was held at the MetroCenter in Oakland.

The Commission received a briefing on BCDC’s ongoing climate change partnership with Dutch and requested a future briefing on the concept of ecosystem services. For details, contact Steve Goldbeck (415/352-3611 steveg@bcdc.ca.gov).

The Commission considered two optional schedules for completing the Bay Plan climate change amendment and voted (13-2-0) to hold a workshop on the amendment language in May, a public hearing on the amendment in September, and a vote in October. The Commission received a briefing on the progress being made in implementing BCDC’s strategic plan and revised four objectives in the plan. Because of the uncertainty about the state budget, the Commission concurred with a staff decision to postpone the next strategic planning workshop that had been scheduled for July 21, 2011. The Senate Rules Committee has confirmed the re-appointment of William Charles Taylor as the alternate to Senator Elaine Alquist as a non-voting ex-officio member of the Commission. The Marin County Board of Supervisors has appointed Supervisor Susan Adams to replace the late Charles McGlashan as the County’s representative on BCDC. The Association of Bay Area Governments has confirmed the appointment of San Francisco Supervisor Malia Cohen to serve as the alternate to South San Francisco City Councilmember Mark Addiego, representing West Bay cities on the Commission. ABAG has also confirmed the appointment of Menlo Park City Councilmember Kelly Fergusson to serve as the alternate to Newark City Councilmember Ana Apodaca, representing South Bay cities on BCDC. The Commission concurred with its staff to support the decision of the Strawberry Point Homeowners Association to require that dogs within a Commission-required shoreline public access area in Marin County must be on-leash. For details, contact Adrienne Klein (415/352-3609 adriennek@bcdc.ca.gov).

The Commission adjourned the meeting in memory of Marin County Supervisor and BCDC Commissioner Charles McGlashan who unexpectedly passed away on March 27, 2011.
