November 5, 2009 Commission Meeting Summary
Twenty members attended the meeting, which was held at the Ferry Building in San Francisco.
The Commission held a public hearing and voted (19-0-1) to endorse the conclusions of a report on BCDC’s role in Bay management, as well as how BCDC should be funded. The report was prepared by the San Francisco Planning and Urban Research Association and the Bay Area Council Economic Institute in response to a proposal in the May revision of the Governor’s budget to realign BCDC as a regional entity. The Commission received a briefing from the staff on four flood control projects, which together will provide protection for the community of Redwood Shores in Redwood City. The Commission concurred with the staff’s assessment that unless the U.S. Fish and Wildlife Service determines that endangered species will be adversely impacted, BCDC’s staff can administratively authorize the projects. The Commission held a public hearing on revisions to the San Francisco Waterfront Special Area Plan to accommodate a proposal to relocate the Exploratorium to Piers 15 and 17. For details, contact Lindy Lowe (415/352-3642 email@example.com).
Between 400 and 800 gallons of fuel oil spilled from the tanker Dubai Star during a fueling operation at Anchorage 9, south of the San Francisco-Oakland Bay Bridge on October 30, 2009. Twenty-four response vessels deployed 54,900 feet of boom, and over 5,825 gallons of an oily-water mixture were recovered, but spilled fuel reached the Bay shoreline and Crown Beach, Encinal Beach, an adjacent jetty and Alameda Point were closed in Alameda, as was Middle Harbor Shoreline Park in Oakland. The public pathway along the western shoreline of Alameda between Broadway Street to the Bay Farm Island Bridge remained closed to the public through November 4th, and the East Bay shoreline between the Bay Bridge and the San Mateo Bridge was closed to fishing and shellfish harvesting. BCDC’s staff has recommended that the Governor sign SBX7 1, one of the key bills passed by the Legislature to better protect and restore the Delta and meet California’s long-term water needs yesterday. The staff’s analysis found that SBX7 1 would be consistent with the Commission’s mandates and policies and would advance an overall improvement in the management of the Delta. Alice Chung has begun a two-month internship working on design issues in BDCD’s planning and regulatory units. She holds bachelor degrees in both economics and studio arts, has a master of landscape architecture from the University of Pennsylvania, is licensed as a landscape architect in California and Massachusetts, and has more than decade of professional experience.
