Engineering Criteria Review Board

The Engineering Criteria Review Board (ECRB) is an advisory board that provides expert advice to the Commission on the engineering design criteria of projects applying for a BCDC permit.

About the ECRB

The ECRB is made up of eminent engineers across structural, coastal, geotechnical, civil, and geologic disciplines, who work in private practice, government, and academia. Board members volunteer their time and expertise to advise the Commission and assist applicants in designing projects with appropriate engineering criteria. In particular, the ECRB evaluates the safety of fills and structures on fills for projects within the Commission’s Bay or Certain Waterways jurisdictions.



The ECRB is an advisory board to the Commission. Rules on the ECRB’s membership and meeting procedures are found in Section 10271 of the Commission’s administrative regulations.

How the ECRB evaluates projects

In its public meetings, the ECRB evaluates projects and provides feedback based on:

Relevant policies found in the San Francisco Bay Plan. Safety of Fills policies are in Part IV of the Bay Plan.
Applicable codes, standards, and design manuals. The ECRB does not rely on any specific standard, which allows flexibility for projects not well-suited to standard codes.
